Yeah, that teaser came with C&C1, not RA1
It made an appearance Tiberian Sun trailer that was shown in TD, although the trailer itself looked nothing like Tiberian Sun at all.
The XO Powersuit was modelled by Machine and was based on Westwood's concept art.
